Hentz, Professor and Chair, Department of International Studies and Political Science, Virginia Military Institute
“War across States in Africa”

Dr. Hentz’s talk will interrogate the nature of war in post-Cold War Africa. Since the end of the Cold War, Sub-Sahara Africa has had widespread conflict and war. By the start of the 21st century more people were being killed in Africa than the rest of the world combined. Yet, as important as it is to note the degree of conflict and war, it is yet more important to understand the kind of war in Africa. Many of Africa’s post-Cold War wars have been misunderstood. The most serious conflicts in post-Cold War Africa do not nicely fit any of our traditional categories used to explain war. They are not between states; they are not civil wars, and they are not the so-called new wars. They are a new phenomenon that should be called wars across states.
Dr. Hentz will look at the conflicts centered on Mali in Northeast Africa and the one centered on the Democratic Republic of Congo in the Great Lakes region to illustrate the nature of wars across states.
